Thomas "Tom" Michel
Assistant General Manager
Subsidence District
Tom Michel is the Assistant General Manager for both the Harris-Galveston
Subsidence District and the Fort Bend Subsidence District. For the
last ten years, he has been responsible for a wide range of issues,
primarily focusing on planning, regulation development and implementation,
and review of technical projects and plans. Some of his most recent
projects include developing and implementation of the 2003 FBSD
Regulatory Plan, the 1999 HGSD Regulatory Plan, the Over-Conversion
Credit Policies of both Districts, including special considerations
and objectives for treated effluent reuse project, and many of the
administrative, personnel, and financial aspects of both the HGSD
and FBSD Districts.
Tom's career history with HGSD began in 1988 with increasing responsibilities
over the years.
Tom graduated from the University of Houston-Clear Lake, holds
a Masters in Public Management, and a Bachelors degree in Computer
Information Systems. He is an active member of several associations
including Texas Water Conservation Association (TWCA), Region H
Regional Water Planning Group, Association of Water Board Directors
(AWBD), International City Management Association (ICMA), and Texas
City Management Association (TCMA).
